After the turmoil of the Revolution and Napoleonic wars, France sought to end the Revolution by means of a functioning constitution, and thereby fell short of its excessive ambitions for political unification. In analyzing this failure, the author examines the hidden learning processes that ultimately made possible long-term constitutional democratic rule in France.
