Jack Garrett, a world-renowned marine/project engineer, is assigned a seemingly impossible task - construct an entire city under the sea in less than three years! To complete this task, he must overcome unfriendly forces of nature, a project that is only partially funded with a tight timetable and impatient investors, while implementing unproven, cutting edge technology. Even as he struggles with natural and manmade obstacles, he is not even aware of a team of saboteurs determined to derail the project at any cost.
