In a fledgling democracy, former struggle hero Fish is abruptly reassigned from ambassador to National Police Commissioner. The appointment is unexpected - and so is the reality he uncovers. The President's proclaimed democratic revolution is not quite what it seems, and Fish soon begins to suspect that the new order may be more dangerous than the one it replaced. Haunted by the mystery surrounding his past capture, and with enemies circling inside and outside the Party, Fish strives to reform a broken police force into one that truly serves the people.
