This volume contains papers presented at UTP 2019, the 7th International Symposium on Unifying Theories of Programming, held in Porto, Portugal, on the 8th of October 2019. This edition of the UTP symposium is in honor of Sir Tony Hoare, on the occasion of his 85th birthday. The papers contained in this volume were invited, and friendly refereed, original contributions sought from the UTP community.
