The book explores the approaches taken by state institutions to deal with inequality in the 1970s and 1980s as forms of "globalization." These approaches were labeled "development aid" and "international solidarity." It focuses on the intercontinental migration between the two Germanys and countries like Cuba, Angola, Ethiopia, and Tanzania prompted by these development policies.
