ROBERT Z. ALIBER is Professor International Trade and Finance at the University of Chicago. He has been a Professor at the Salzburg Seminar in American Studies, Visiting Scholar at the Federal Reserve Bank of San Francisco, and a consultant to various agencies of the US government.
