Bob Andrews has another name, another badge, a fresh alias, and another city to clean. Now calling himself Thomas Vale, he moves through Minneapolis like a ghost in the snow ? a man who sees what institutions hide behind their slogans. When a frightened girl runs into the lobby of a nonprofit called North Star, and a box from Briarwood resurfaces in its basement, Bob learns that borders aren't just lines on maps. They're the edges of conscience.
